This follows the shipment of new Iranian weaponry to Russia.
It is believed that the United States and the United Kingdom resumed conversations regarding the utilization of Storm Shadows following the shipment of new Iranian weaponry to Russia.
Secretary of State Antony Blinken addressed the threat during a meeting in London on Tuesday.
"Russia has now received shipments of these ballistic missiles and will likely use them within weeks in Ukraine against Ukrainians," Blinken said. "This is a threat, not only to Ukraine and the Ukrainian people but to all of Europe.
Blinken will travel to Ukraine on Wednesday to meet with Ukraine's Foreign Secretary, David Lammy, to discuss lifting restrictions with President Zelensky.
The Secretary of State is expected to return to Washington, DC, on Friday where he will be accompanied by UK Prime Minister Keir Starmer. The pair will discuss changing the policy during a White House summit, a change that could occur as early as this week, British government sources told the paper.
While Great Britain has been advocating for Ukraine to be granted permission to use long-range missiles inside Russia, the Biden administration has not given permission for its technology to be used to attack Russia.
Andriy Yermak, Zelensky's chief of staff, said Tuesday that allies should allow Ukraine to deep strike Russia.
"We also need permission to use Western weapons against military targets on the territory of the Russian Federation, deliveries of longer-range missiles, and strengthening our air defenses," Yermak said.
Blinken ensured that his Wednesday meeting with Lammy would give the US an "assessment of what's needed."
"We will take that back and we'll both inform our bosses - the Prime Minister and the president - and again, I fully expect that will be part of their conversation on Friday," Blinken said, as per the paper.
