Authorities in the Swiss town of Porrentruy have announced a temporary ban on access to their municipal swimming pool for most non-resident foreigners, citing a sharp rise in harassment, disorderly conduct, and overcrowding, particularly by youths from neighboring France.

The measure, which has not been implemented since 2020, will be in effect from July 4 to Aug. 31.

The Intercommunal Association of the District of Porrentruy (SIDP), along with the municipal government, declared that only Swiss nationals, residents with a settlement permit, and those holding a valid Swiss work permit will be permitted entry to the outdoor pool during this period.

French cross-border workers with permits are exempt from the restriction, a point emphasized by Lionel Maître, SIDP’s leisure policy officer and mayor of Boncourt. “We didn’t want to penalize French cross-border workers,” he told the Swiss outlet Watson, adding that the measure is primarily aimed at unaccompanied youths arriving from the French departments of Territoire de Belfort and Doubs.

“In recent weeks, we have been confronted with numerous acts of incivility committed by young people coming from the other side of the border,” Maître explained. Despite increased security, including hiring three private Securitas guards, the unacceptable behavior continued. “Hence this municipal decree, which has not been issued since 2020, even though, every year, we are forced to issue entry bans against specific people.”

Authorities cite incidents such as harassment of young women, vulgar language, swimming in underwear, and aggression toward staff or other patrons. More than 20 individuals have already been banned this season. While most of those banned are living in France, some reside in Switzerland. Maître acknowledged, “There are also young people among us who behave badly.”

Although the current decree technically applies to all non-residents, exceptions are made for tourists staying at hotels or campsites in the region, who may gain access if they obtain a holiday card from the local tourist office.

Amid the recent heatwave across Europe, behavior among foreigners at outdoor swimming complexes is making headlines for all the wrong reasons.

Several cases of sexual assault and anti-social behavior have been recorded in Western Europe, extending also to Poland.

This week alone, four Syrian migrants were arrested on suspicion of sexually assaulting at least nine underage girls, aged between 11 and 17, at the Barbarossabad swimming pool in Hesse, Germany.

Two more Syrian men are being investigated for the assault of a 12-year-old girl at a similar complex in Hof.

Two foreign nationals also sexually abused a 16-year-old girl at a swimming pool in Vienna, Austria, on Sunday.
