Gavin Newsom Vetoes Controversial Legislation


California Gov. Gavin Newsom vetoed a controversial bill that would have enabled illegal immigrants to obtain housing loans up to $150,000.

AB 1840, known as the “California Dream for All” loan program, passed the California Senate in a 23-11 vote.

However, California’s Department of Finance said there’s no money left to supply the program.

“After the CA Senate advanced bill allowing undocumented immigrants to apply for state’s first-time homebuyer’s program, the CA Department of Finance confirms the program has no money to give. Lawmakers didn’t appropriate funds for it this year,” KCRA 3 California Capitol Correspondent Ashley Zavala wrote.

“The state is facing a budget shortfall, and per the budget agreed to in June, the program wasn’t given any new money for ’24-’25. In order to replenish, lawmakers and the governor would need to appropriate it for future years. But shortfalls are expected to persist,” she added.

The Democratic governor’s veto comes a day after former President Donald Trump said he would ban undocumented immigrants from receiving home mortgages if he returns to the White House. It also takes the issue off the table ahead of Vice President Kamala Harris’ first scheduled debate against Trump next week. Karoline Leavitt, a Trump campaign spokesperson, described the California bill last month as “fundamentally unfair but typical Democrat policy.”

Newsom cited funding concerns in his veto message.

“Expanding program eligibility must be carefully considered within the broader context of the annual state budget to ensure we manage our resources effectively,” the governor wrote.

Newsom has repeatedly warned fellow Democrats in Sacramento not to provide cannonfire for Republicans in an election year, issuing pleas for them to tamp down the raging culture wars rather than provoke them with hot-button issues ranging from banning youth tackle football to reparations. On other proposals that were unlikely to become law, he pushed state Democrats to subordinate their virtue signaling so conservative media outlets couldn’t paint the state as wildly out of touch with America.

“Gov. Gavin Newsom VETOES AB 1840, which would have allowed undocumented people to apply for the state’s first-time home buyer’s assistance program. His veto message basically says lawmakers tried to expand eligibility to a program with no money,” Ashley Zavala noted.

However, Democratic lawmakers in the state have defended the legislation, arguing that it is simply designed to give illegal immigrants the same benefits afforded to everyone else in the state.

“It isn’t given out willy nilly to just anybody,” Democratic Assemblymember Eloise Gómez Reyes said during a June hearing on the bill.
