GOP backers say amendment will block possibility of noncitizens voting in local elections

Wisconsin voters have agreed to amend language in the state’s constitution that limits voting to U.S. citizens.

The Associated Press called the race for the referendum at 9:42 p.m. Tuesday night. All results are unofficial until they’re certified in coming weeks.

Presidential Immunity: There’s a longstanding Department of Justice opinion that suggests a sitting president cannot be indicted or prosecuted due to the potential interference with executive functions. This could lead to arguments for suspending or delaying any sentence.

Practical Issues: If the sentence involves prison time, the logistics of a president serving from prison would be unprecedented. Options might include:

Commuting Sentence: If the conviction is for federal crimes, the president could commute their own sentence, though this action would be highly controversial and likely face legal challenges.

Pardon: For federal crimes, a self-pardon or a pardon by the Vice President or a loyal appointee could be considered, though the constitutionality of a self-pardon is debated.

Stay of Sentence: Legal appeals processes might delay or stay the sentence until after the term ends or indefinitely while in office.

Political and Legal Challenges:

Impeachment: Congress could impeach and potentially remove the president for “high crimes and misdemeanors,” which might include the crimes for which the president was convicted.
