Occupational therapist arrested after having drunken sex on a park bench near a playground - because 12-year-old phoned police

An occupational therapist was arrested after being caught having drunken sex on a park bench near a primary school.

Lilia Feddag admitted outraging public decency after a 12-year-old girl witnessed the incident and dialled 999, a professional misconduct panel heard.

The child reported seeing Ms Feddag and a man having sex on a park bench near a playground in Arnold, Nottinghamshire.

She was issued a police caution and then referred herself to the Health and Care Professions Council.

The council's tribunal service has now issued Ms Feddag with a separate caution for professional misconduct.

The panel heard that on May 5, 2024, a 12-year-old called Nottinghamshire Police to report 'seeing a male and a female having sex on a park bench near a playground area'.

The incident took place in King George V Recreation Ground, next to Arnold View Primary School.

Witnesses told officers that other young children were in the vicinity and that the couple 'had been challenged by members of the public before moving to a different area where they continued to have sex'.

The panel also heard that both Ms Feddag and the man 'both appeared intoxicated' and the pair were subsequently arrested.

According to tribunal documents: 'When officers attended the incident and the registrant (Ms Feddag) was asked why the police were in attendance, she responded, "Because we had sex", and admitted to the offence in interview'.

The occupational therapist accepted a police caution for the act of 'outraging public decency...by behaving in an indecent manner, namely engaged in sexual behaviour with another' in a public place.

Ms Feddag did not attend the hearing but provided written evidence to the panel.

She said: 'I write in response to the Case Investigation Report (23 March, 2025) regarding the police caution I accepted on 6 May, 2024, for outraging public decency.

'On that date, I drank excessively, which directly compromised my judgement and led to behaviour that was indecent and wholly unacceptable.

'I accepted the police caution immediately because I recognised the seriousness of my actions and my duty to take responsibility.

'I remain deeply remorseful, particularly because two children were recorded as witnesses.

'Coming to terms with the fact that children were exposed to my behaviour has been especially painful.

'That realisation has driven the changes I have since made to ensure that my judgement cannot be compromised in this way again.

'I recognise that even a single lapse of judgement undermines public confidence in me as a registrant, and I accept that my conduct did so.'

Ms Feddag added that she is abstinent and has 'no desire to drink' but that if she does in future she will 'follow NHS guidance on alcohol use', which advises 'not exceeding 14 units per week, spread across at least three days, with several drink free days each week'.

She described the 'isolated' incident as a 'one-off lapse' that was 'out of character', adding that she carries 'lasting regret for the distress caused'.

The misconduct panel ruled that suspension from the profession would be 'disproportionate' and Ms Feddag was instead handed a 12-month caution order to give her 'opportunity to reflect on her actions and to ensure that they would not be repeated by her moving forward'.
